Commitment to Upholding WTO Standards

The Ministry of Commerce of Cambodia recently issued a notice to manufacturers and exporters emphasizing the strict implementation of international trade regulations as a member of the World Trade Organization (WTO).
The Ministry also announced the preparation of special procedures aimed at facilitating exports to the United Statesand ensuring full compliance with global trade obligations.
According to the Ministry, the Law on Rules of Origin of Goods, which will take effect on July 5, 2025, seeks to:

Encourage and promote legitimate trade,

Prevent origin fraud, and
-
Fulfill Cambodia’s international commitments under the WTO framework.
New Circular on U.S. Export Procedures
On May 2, 2025, Cambodia’s Ministry of Commerce issued an inter-ministerial circular outlining anti-origin fraud measures for exports to the United States, along with detailed procedures for applying for and issuing Certificates of Origin (C/O).
These new regulations will take effect on May 12, 2025, and aim to prevent fraudulent labeling of product originduring export processes.
Importantly, the Ministry confirmed that no public service fees will be charged for the application or issuance of Certificates of Origin.
Government Reinforces Origin Verification and Control
Cambodia’s government has prioritized the inspection and verification of export origin documentation in recent years as part of a broader effort to strengthen transparency in trade.
On May 1, 2025, Prime Minister Hun Manet emphasized that all relevant ministries and agencies must strictly monitor the process of issuing Certificates of Origin, particularly for exports to the U.S. market.
He underscored that this effort is meant to prevent re-labeled imported goods from being exported as “Made in Cambodia” to evade tariffs and international trade barriers.
