18 Regional Import-Export Management Offices Authorized to Issue C/O, CNM, and REX Codes

Effective May 5, 2025, the Ministry of Industry and Trade (MOIT) officially assigns 18 regional Import-Export Management Offices nationwide to issue key export certification documents, including:

  • Non-preferential Certificates of Origin (C/O)

  • Certificates of Non-Manipulation (CNM)

  • Registered Exporter (REX) Codes


Decision No. 1103/QĐ-BCT: Transfer of Authority from VCCI to MOIT

On April 21, 2025, MOIT issued Decision No. 1103/QĐ-BCT, revoking VCCI’s authorization to issue C/O, CNM, and REX codes — a responsibility it had held since 2018.
The change aims to implement the 2025 Law on the Organization of the Government and the 2025 Law on the Organization of Local Authorities.

From May 5, 2025, all rights to issue C/O Form A, C/O Form B, other non-preferential C/Os as required by importing countries, as well as CNM and REX codes, are now transferred back to MOIT’s competent agencies.

These documents are vital for exporters, as they determine product origin for tariff preferences and ensure legal transparency in international trade.


Digitalization via eCoSys: Strengthening Data Infrastructure

MOIT assigned the Department of E-Commerce and Digital Economy to enhance digital infrastructure within the Electronic Certificate of Origin Management System (eCoSys).
This system will handle:

  • Electronic issuance and verification of C/Os

  • Collection of certification fees

  • Registration and management of REX codes

This transition supports Vietnam’s ongoing digital transformation in trade administration and ensures faster, more transparent procedures for exporters.


Enhancing Origin Management in Line with New-Generation FTAs

Experts highlight that the restructuring reflects Vietnam’s effort to centralize and tighten origin management, especially as the country participates in multiple next-generation free trade agreements (FTAs) such as CPTPP, EVFTA, and RCEP.
The move also helps prevent increasingly sophisticated origin-fraud practices in global trade.


Implementation Schedule and Handover Procedures

Following the decision, MOIT organized a nationwide conference and training program to disseminate and implement Decision 1103/QĐ-BCT.
Between April 21 and May 4, 2025, VCCI and MOIT’s Import-Export Department must complete the transfer of all records, documents, and operational responsibilities related to issuing non-preferential C/Os, CNM, C/O Form A, Form B, and GSTP, as well as REX code registration.

From April 22, 2025, MOIT began training and communication sessions to ensure all regional offices are prepared to operate by May 5, 2025.

As a result, from May 5, 2025, VCCI officially ceases issuing all non-preferential C/Os, CNM, C/O Forms A and B, and GSTP, as well as registering REX codes.


Guidelines for C/O-Issuing Offices

At the implementation meeting, Nguyễn Anh Sơn, Director of the Import-Export Department, emphasized the need for strict compliance with Decree No. 31/2018/NĐ-CP and MOIT’s official directives, including:

  • Directive No. 06/CT-BCT (June 11, 2024): Strengthening state management of export origin.

  • Notice No. 394/TB-BCT: Minister Nguyễn Hồng Diên’s guidance on improving origin-management practices.

  • Directive No. 09/CT-BCT (April 15, 2025): Enhancing inspection and supervision of goods origin in the new context.
