
In late May, amid a busy schedule, the Vietnam Trade Office in Cambodia had the opportunity to meet with the Board of Directors of Agribank Cambodia Branch, who generously dedicated two hours to share insights about the bank’s operations and nearly 20 years of development in Cambodia.

According to Ms. Tran Thi Phuong Thao, Director of Agribank Cambodia Branch, Agribank Vietnam first established its Representative Office in Phnom Penh in 2005, and by 2010, it was officially upgraded to a full branch, marking a new milestone in the bank’s regional presence.

Regulatory Challenges and Capital Expansion
In the current regulatory environment, foreign banks operating in Cambodia are required by the National Bank of Cambodia to maintain a minimum capital of USD 75 million to operate as a commercial bank. To sustain operations and comply with this regulation, Agribank Cambodia Branch and other Vietnamese banks are seeking capital increases.
Failing to meet this requirement could result in license revocation, monetary penalties, or reclassification as specialized banks with limited business operations.
