During his official visit to the Philippines, Prime Minister Hun Manet emphasized Cambodia’s readiness to expand exports of rice and essential food products to Manila amid ongoing supply challenges faced by the Philippines.
At a joint press conference with President Ferdinand Marcos Jr. at Malacañang Palace, following the signing of eight Memoranda of Understanding (MoUs) between the two nations, Prime Minister Hun Manet reaffirmed the Cambodian government’s commitment to strengthening trade and agricultural investment.
He highlighted Cambodia’s capacity and willingness to serve as a reliable food supplier, particularly through rice exports that could contribute to regional food stability.
Philippines Views Cambodia as a Key Food Security Partner
President Ferdinand Marcos Jr. welcomed Cambodia’s cooperation, describing the country as a key partner in the Philippines’ ongoing efforts to secure its national food supply.
He underscored that the newly signed MoU on Agricultural and Agribusiness Cooperation will deepen collaboration in food production, processing, and supply chain resilience between the two ASEAN countries.
Rice Imports Rising Amid Domestic Supply Constraints
In 2023, the Philippines imported 2,500 tons of rice from Cambodia — the first major shipment since the Rice Tariffication Law took effect in 2019.
Despite being a rice-producing nation, the Philippines continues to rely heavily on imports to meet domestic consumption.
According to the Philippine Department of Plant Industry, the country is expected to import approximately 4.8 million tons of rice in 2025 to meet domestic demand — highlighting the growing importance of diversified rice sources, including Cambodia.
Outlook: Strengthening ASEAN Food Security Cooperation
Cambodia’s expanding rice trade with the Philippines reflects a broader regional effort to strengthen ASEAN food security cooperation amid global supply disruptions and climate challenges.
The bilateral collaboration not only supports Cambodia’s agricultural export diversification but also helps the Philippines stabilize rice prices and ensure consistent supply to its domestic markets.
