Cambodia’s Regulations on Import-Export Permits and Restricted Goods List

Recently, several Vietnamese small traders and enterprises have encountered difficulties in exporting or importing goods to and from Cambodia due to unfamiliarity with the country’s licensing procedures and the list of restricted or prohibited goods.

To support businesses in complying with Cambodian trade regulations and avoiding unnecessary risks, the Vietnam Trade Office in Cambodia provides updated information on Cambodia’s current Import and Export Goods List(bilingual Khmer–English version, effective from January 1, 2024).
This list includes detailed notes and procedural requirements, indicated by reference numbers (1–9) in the remarks column for each item.

Key Notes in the Cambodian Import-Export Goods List

Each item in the list includes a note from (1) to (9) that specifies the required procedure or restriction, as follows:

1️⃣ Import requires a certificate, import permit, or equivalent legal document issued by the competent ministry or agency.
2️⃣ Export requires a certificate, export permit, or equivalent legal document issued by the competent ministry or agency.
3️⃣ Import prohibited.
4️⃣ Export prohibited.
5️⃣ Requires sanitary or treatment certificate for meat and animal products from the exporting country.
6️⃣ Requires phytosanitary (plant quarantine) certificate from the exporting country.
7️⃣ Requires fishery product quality or health certificate issued by the exporting country.
8️⃣ Requires a transit permit.
9️⃣ Transit prohibited.

Summary of the Royal Decree and Implementation Guidelines

Article 1:
The attached list is based on the Cambodian Tariff Schedule 2022, specifying restricted and prohibited goods.

Article 2:
For goods that serve multiple sectors, an import or export license from any one competent ministry or authority listed in the annex is sufficient, depending on the intended use.

Article 3:
Upon updates to the World Customs Organization’s Harmonized System (HS) or the ASEAN Harmonized Tariff Nomenclature (AHTN), the Ministry of Economy and Finance may revise item codes accordingly.

Article 4:
Prohibitions, licensing requirements, and transit conditions for each product category are specified in the annex. Ministries may propose additions, removals, or adjustments to the list, subject to review by the Economic and Financial Policy Committee and approval by the Royal Government.

Article 5:
In emergency situations, ministries may impose temporary control measures (up to 6 months, extendable) for high-risk goods and must notify the General Department of Customs and Excise of Cambodia.

Article 6:
Competent ministries shall implement the National Single Window System to ensure that permits and licenses for import, export, or transit are issued within three (3) working days if applications are complete.

Article 7:
The previous Royal Decree No. 17 (dated February 26, 2020) and any conflicting regulations are hereby repealed.

Article 8:
This decree is effective from January 1, 2024, and relevant ministries are responsible for enforcement within their jurisdictions.
