Cambodia’s Rice Exports Face Difficulties as Prices Decline

Cambodia’s rice sector is facing growing challenges as rice prices continue to decline, leading to a drop in export purchasing volumes. In meetings with local authorities and trade partners, Cambodian representatives expressed hope that Vietnamese enterprises—especially those in border provinces—can help by importing Cambodian rice to ease current market pressure.


Falling Rice Prices Hit Exporting Countries

The decline in rice prices has affected not only Cambodia but also other major rice-exporting countries such as Vietnamand Thailand.
According to industry analysts, the main reason for the downturn is India’s decision to lift its rice export ban after 14 months in effect.

Additionally, Indonesia’s new policy to restrict rice imports—aimed at supporting domestic farmers—has reduced demand in the region. As a result, competition in the global rice export market has intensified sharply.


Cambodia’s Short-Term Support Measures

By the end of January 2025, the Cambodian government had spent approximately USD 208 million purchasing rice from local farmers to stabilize prices and prevent further market disruption.
However, this measure is only a temporary solution, as export channels remain limited and domestic rice stockpiles continue to grow.

To address this situation, Cambodian authorities are seeking assistance from Vietnamese rice importers, particularly those in border provinces, to purchase or process surplus Cambodian rice during the harvest season.


Call for Trade Cooperation from Vietnam

The Vietnam Trade Office in Cambodia has issued a notice to Vietnamese rice-importing and trading companies, encouraging them to explore possible cooperation or support measures.
This includes evaluating the feasibility of importing raw paddy or semi-milled rice from Cambodia in a way that supports both sides’ economic interests.

“We understand that Vietnamese farmers are also facing difficulties during the harvest season,” the Trade Office noted.
“However, from a bilateral cooperation perspective, even a modest volume of rice imports from Cambodia—if aligned with business needs—would be meaningful, strengthening comprehensive ties and fostering long-term regional economic linkage.”
