On May 12, 2025, the Canada Border Services Agency (CBSA) officially initiated an anti-dumping investigationconcerning certain steel strapping products imported from several countries, including Vietnam.

According to TradeMap data, Vietnam’s exports of the relevant products reached USD 7.8 million in 2022 and USD 4.3 million in 2023.
2. Next Steps in the Investigation
Statement of Reasons
CBSA will issue a Statement of Reasons within 15 days of initiation (expected May 27, 2025) to provide more detailed information about the investigation.
Request for Information (RFI)
CBSA has sent Requests for Information to Vietnamese exporters identified as potential producers or exporters of the subject goods.
The RFI requires companies to submit detailed data on:

Sales, cost structure, and pricing for exports to Canada during the investigation period (April 1, 2024 – March 31, 2025);

Domestic sales and production costs for similar goods during the profitability analysis period (January 1, 2024 – March 31, 2025);
This information will be used to determine the “normal value” of goods under investigation.
CBSA has also issued a Request for Information to the Government of Vietnam to investigate potential export subsidies or market distortions in the steel sector under Section 20 of Canada’s Special Import Measures Act (SIMA).
Deadline for Submission
All required information must be submitted by 5:00 PM (Canada time) on June 18, 2025.
3. Key Timelines

Preliminary Determination:
CBSA will issue a Preliminary Determination within 90 days of initiation (expected August 11, 2025) and may impose provisional duties during this period. -
Injury Inquiry by the Canadian International Trade Tribunal (CITT):
CITT will assess whether the Canadian industry has suffered injury within 60 days of initiation (expected July 11, 2025).-
If CITT finds no injury, the investigation will be terminated.

If injury is confirmed, the investigation will proceed to final determination.

Final Decision:
The final ruling is expected to be announced on October 10, 2025.
4. Recommendations for Vietnamese Exporters
To effectively respond to the investigation, the Trade Remedies Authority of Vietnam (TRAV) recommends that relevant associations, manufacturers, and exporters take the following actions:

Closely monitor developments in the case and study the Canadian anti-dumping investigation process to devise appropriate defense strategies.

Provide complete and accurate information in response to CBSA’s RFI and fully cooperate during the investigation.

Failure to cooperate or partial cooperation may result in adverse inferences and the application of the highest dumping margins.

Coordinate with TRAV in preparing responses to the Government RFI issued under Section 20 of SIMA.

Maintain regular communication with TRAV to receive updates, technical guidance, and legal assistance throughout the process.
