
On August 1, 2022, the Ministry of Industry and Trade (MOIT) issued Decision No. 1514/QD-BCT imposing anti-circumvention measures of trade remedies on certain sugar products imported from Cambodia, Indonesia, Laos, Malaysia, and Myanmar (Case Code: AC02-AD13.AS01).
On March 12, 2025, the MOIT issued Decision No. 662/QD-BCT on the review results of the application of anti-circumvention trade remedy measures for certain sugar products (Case Code: AR01.AC02-AD13.AS01).
Background of the Investigation

The review investigation was initiated in September 2024, following a request submitted by the Vietnam Sugar and Sugarcane Association (VSSA) in November 2023.
During the investigation, the Ministry of Industry and Trade complied with all relevant provisions of the Law on Foreign Trade Management and Decree No. 10/2018/NĐ-CP dated January 15, 2018, detailing certain articles of the Law concerning trade remedy measures.
After a comprehensive evaluation, the Ministry concluded that anti-circumvention measures should continue to be applied to certain sugar products imported into Vietnam that are produced by PT. Kebun Tebu Mas (Republic of Indonesia).
Findings and Conclusions
The investigation determined that PT. Kebun Tebu Mas engaged in circumvention of Vietnam’s anti-dumping and anti-subsidy measures previously applied to sugar products originating from Thailand.
This finding confirms the need to maintain fair competition and prevent unfair trade practices that could negatively impact the domestic sugar industry.
Next Steps and Implementation
In the coming period, the Ministry of Industry and Trade will continue to coordinate with the General Department of Customs and other relevant authorities to monitor:

Import trends of sugar products;

The effects of trade remedy measures;

Market dynamics, including production, supply–demand balance, and price fluctuations.
The Ministry will also implement appropriate management tools in accordance with the law to ensure a fair and balanced competitive environment that harmonizes the interests of sugarcane farmers, sugar producers, sugar-consuming enterprises, and consumers.
