
On May 6, 2025, the Trade Remedies Authority of Vietnam (TRAV) received information that Egypt has officially accepted the application for an anti-dumping (AD) investigation concerning truck and bus tires originating from or imported from Vietnam.
1. General Information on the Case

Product under consideration: Truck and bus tires, classified under HS code 4011.20.00.10;

Export volume: According to initial data from Egypt’s Customs Authority, imports from Vietnam of the subject product rose sharply over the past five years, from USD 7 million in 2020 to USD 36 million in 2024 — an increase of 408%.

Currently, products from China and Thailand of the same category are already subject to Egypt’s existing anti-dumping duties.
2. Investigation Procedures
Under Article 2, Clause 2 of Law No. 161 (1998) of Egypt on trade remedies procedures:

Within 7 days from the date of receiving the application, the Egyptian Trade Remedies Investigating Authoritywill decide whether to accept or reject the request for investigation.

If accepted, within 30 days, the authority will verify the accuracy and completeness of the submitted information before submitting a report to the Advisory Committee.

Based on the committee’s recommendation, the Minister of Trade and Industry of Egypt will issue a final decision on whether to initiate the investigation.

If an investigation is launched, questionnaires will be sent to relevant exporters and producers, with an initial response period of 30 days (which may be extended).
3. Recommendations for Vietnamese Stakeholders
To proactively respond in case the investigation is initiated, the Trade Remedies Authority of Vietnam (TRAV)provides the following recommendations for associations and enterprises:
For Industry Associations:

Notify members and other related enterprises of Egypt’s acceptance of the anti-dumping petition;

Encourage Vietnamese exporters to coordinate closely with Egyptian importers and monitor updates from Egypt’s investigating authority.
For Exporting and Manufacturing Enterprises:

Carefully study Egypt’s trade remedy laws and procedures;

Prepare resources and response plans in the event of a formal initiation;

Maintain regular communication with TRAV, provide timely information, and seek support as needed.
