Halal Market in the Philippines: Key Insights and Upcoming Events

The Vietnam Trade Office in the Philippines would like to share several updates and events related to the Halal products market in the Philippines for Vietnamese enterprises’ reference.


1. Market Potential for Halal Products in the Philippines

With its growing Muslim population, the Philippines is emerging as a new potential market for Halal products. The country also aims to become a regional hub for Halal product manufacturing and exports, including dairy products, beef and poultry meat, glucose syrup, and animal fats.

The Philippines has the third-largest Muslim population in Southeast Asia. According to the Philippine Statistics Authority, Muslims account for about 6% of the national population, growing at around 3% per year. The National Commission on Muslim Filipinos estimates this figure at about 10%, equivalent to 12 million people.

While many Muslims live in Bangsamoro, a significant portion resides in rural areas and major cities, including Metro Manila.

From 2020 to 2024, the Philippines imported over USD 100 million worth of Halal-certified consumer goods annually, in addition to large volumes of raw materials for Halal production. Estimated import values were USD 120 million (2022), USD 127 million (2023), and USD 131 million (2024).

By product segment:

  • Halal Dairy Products: USA (51%), New Zealand (47%) — mainly skimmed milk powder (44%), full cream milk (29%), lactose powder (10%), buttermilk powder (9%), and whey powder (7%).

  • Halal Beef Products: India (63%), Brazil (30%), Australia (5%), Ireland (2%).

  • Halal Poultry Products: USA (96%) — mostly chicken legs, Brazil (4%) including chicken wings, breasts, and other cuts.

  • Halal Glucose Syrup: Mainly from South Korea.

  • Halal Animal Fat: Australia (93%), Ireland (1%), France (6%).

  • Other Halal Products: Primarily from the USA, including beverages like Coca-Cola.


2. Government Policies to Promote Halal Product Manufacturing and Export

The Philippines recently took a significant step to strengthen its position in the global Halal market by establishing the National Halal Industry Development Office (NHIDO).

The NHIDO’s mission is to formulate policies that promote Halal production and consumption, as well as to boost exports to regional markets, particularly Indonesia and other ASEAN countries.

NHIDO also supports international Halal certification procedures, ensuring compliance with global Halal standardsto enhance credibility and international confidence in Philippine-made Halal products.

Key objectives of NHIDO:

  • Strengthen global recognition of Philippine Halal products

  • Develop Halal supply chains nationwide

  • Implement training programs on Halal standards for producers and importers


3. The 2nd Halal Products Exhibition to Be Held in Manila

Following the success of the first Halal Expo Philippines (November 14–16, 2024) at the World Trade Center, Manila, the event will return in 2025 from November 13–15, offering new opportunities for Halal industry stakeholders from the Philippines and around the world.

Main activities include:

  1. Product Exhibition: Showcase and promote Halal-certified products.

  2. Conferences & Seminars: Discuss trends, opportunities, and global Halal industry developments.

  3. Halal Culinary Demonstrations: Live cooking and tasting of Halal cuisine.

  4. Fashion Show: Displaying current and future Halal fashion trends.

The event will bring together various Halal industry sectors — food and beverages, pharmaceuticals and supplements, banking and finance, e-commerce, certification and franchising, tourism, fashion and cosmetics, and logistics services.

The Halal Expo Philippines serves as a gateway not only to the Philippine Halal market but also to the global Halal industry, with participation from major international buyers, supermarket chains, and Halal product distributors.
