India Initiates Anti-Dumping Investigation on Nylon Filament Yarn from China and Vietnam

On December 26, 2024, the Directorate General of Trade Remedies (DGTR) under India’s Ministry of Commerce and Industry officially initiated an anti-dumping investigation (ADD) concerning nylon filament yarn originating in or exported from China and Vietnam.


Details of the Investigation

1. Product Under Investigation

The subject goods are nylon filament yarn, under the following HS codes (for reference only):
54021910, 54021990, 54023100, 54023200, 54024500, 54025100, 54026100, and 54021920.

A detailed description of the product is provided in the official initiation notice issued by DGTR.

2. Petitioners (Domestic Producers in India)

  • Century Enka Private Limited

  • Gujarat Polyfilms Private Limited

  • Oriilon India Private Limited

3. Investigation Periods

  • Period of Investigation (POI) for dumping: April 1, 2023 – June 30, 2024 (15 months)

  • Injury analysis period: April 1, 2020 – March 31, 2021; April 1, 2021 – March 31, 2022; April 1, 2022 – March 31, 2023; and the POI

4. Product Control Numbers (PCN)

The petitioners have not proposed any PCN classification for comparison. DGTR has invited interested parties to submit comments or suggestions on the product scope and PCN structure within 15 days from the initiation date — i.e., no later than January 9, 2025.

5. Submission of Information

All relevant data and documentation must be submitted to DGTR within 30 days from the date on which the non-confidential version of the petition is made available to exporters or foreign diplomatic missions.

  1. Carefully review the initiation notice and promptly request all relevant documents from DGTR (including the public version of the petition and anti-dumping questionnaire).

  2. Allocate sufficient resources for handling the investigation and consider hiring experienced legal counselspecializing in trade remedies.

  3. Submit comments on the product scope and PCN classification to DGTR within the required timeline to safeguard legitimate business interests.

  4. Respond accurately and on time to DGTR’s anti-dumping questionnaires, ensuring compliance with information disclosure and confidentiality rules.

  5. Cooperate fully throughout the process — including questionnaire responses, on-site verifications, and hearings — to secure a favorable outcome.

  6. Maintain communication with TRAV (Vietnam’s Ministry of Industry and Trade) for guidance and technical support throughout the investigation.
