Indonesia to Enforce New Quarantine Regulations for Imported Goods

Indonesia Introduces Regulation No. 14/2024 on Quarantine and Supervision Procedures

The Indonesian Quarantine Agency (IQA) has officially issued Regulation No. 14/2024, which is scheduled to take effect on June 4, 2025.
This regulation sets forth new procedures for implementing quarantine and supervision measures across several key areas: animal, plant, and aquatic (fish) quarantine.

The new rules aim to enhance the efficiency and enforcement of quarantine supervision, ensuring safe trade flowswhile preventing the spread of pests and diseases that could affect human, animal, and plant health.

Key Quarantine Provisions

Regulation No. 14/2024 provides detailed adjustments to the execution of quarantine measures, covering the following main aspects:

  • Quarantine procedures, including revisions to official quarantine documentation and certificate templates.

  • Medical inspection, isolation, and surveillance procedures for regulated goods.

  • Handling of quarantined goods, including treatment, fumigation, and disposal methods.

  • Rejection or destruction procedures for goods that violate Indonesia’s quarantine standards.

These updates are designed to strengthen the traceability and compliance process for imported and exported products under Indonesia’s quarantine system.

Integrated Supervision Framework

The regulation also outlines an integrated supervision mechanism, emphasizing inter-agency cooperation and digital monitoring. Key elements include:

  • Collaboration and coordination among related agencies such as Customs and Immigration.

  • Application of information technology to improve traceability and monitoring efficiency.

  • Implementation of a national quarantine information system for data management and reporting.

  • Quarantine measures at the country of origin, ensuring pre-export inspection and disease prevention.

  • Importers’ quarantine application procedures and inspection steps for pests and diseases at the source.

  • Ongoing monitoring of quarantine results conducted in the exporting country.
