General Regulations for Latex Harvesting

When a rubber plantation transitions from the immature (KTCB) stage to the mature business stage, management activities are measured by tapping years rather than planting years.
Standards for Tappable Rubber Plantations
a. Standards for Newly Tapped Rubber Plantations

Trees are eligible for tapping when:
-
Girth ≥ 50 cm (measured 1.0 m above ground).

Bark thickness ≥ 6 mm.
-

A block may be opened for tapping when ≥50% of the trees meet the tapping standard.
-
For plantations where ≥90% of trees meet the standard, all remaining trees with girth ≥ 40 cm can also be opened for tapping.
b. Standards for Controlled Downward Tapping (Inverted Cut)

Mature plantations in normal condition can be converted to controlled downward tapping from the 10th tapping year onward.
c. Standards for Re-Tapping on Regenerated Bark

Re-tapping is allowed when regenerated bark has a thickness of ≥8 mm or has regenerated for more than 10 years.
d. Standards for Special Plantations
Applied to restricted investment plantations, including:

Immature plantations pending land-use conversion.

Poorly growing plantations or those with effective tree density <250 trees/ha.
-
Immature plantations extended over two years beyond the standard establishment period.
-
Other specific plantation types as proposed by the Technical Management Board.
Conditions for Tapping Special Plantations:

Trees must have girth ≥ 45 cm (1.0 m above ground).

A block with ≥50% of trees meeting this criterion may begin tapping.
-
By the third year, all trees with girth >40 cm can be opened.
Classification of Rubber Plantations by Tapping Type
-
Group I: Plantations tapping upward cuts on original bark.
-
Group II: Plantations tapping downward cuts or combined upward and downward cuts.
-
Group III: Plantations in final tapping (exhaust phase) before timber harvesting.
Average Tapping Cycles:
-
Vietnam: ~20 years (range 17–23 years).
-
Laos & Cambodia: ~17 years (range 15–19 years).
Regulations for Final Tapping (Exhaust Phase)

Standard plantations completing the latex-harvesting cycle (as per Article 97) enter an exhaust tapping phase of at least 3 years, subject to approval by the Group.

If early timber harvesting is required due to low productivity or other reasons, an equivalent replacement areamust be extended for continued latex tapping to balance production.

Each company must develop a 5-year replanting plan, reviewed and updated annually to ensure efficient structure and land use.
Conditions for Early Transition to Exhaust Phase:

Average yield <1,200 kg/ha for 2–3 consecutive years (or <800 kg/ha for Northern and North Central regions).

Effective tapping density <50% of the original design.
-
Plantations located within areas scheduled for synchronized timber harvesting.
-
Plantations required for land transfer, crop conversion, or approved economic redevelopment projects.
