List of 158 Traders Licensed for Rice Export Business in Vietnam (as of February 6, 2025)

The Import–Export Department (Ministry of Industry and Trade – MOIT) has officially published the updated list of traders licensed to export rice as of February 6, 2025.


158 Licensed Rice Exporters Nationwide

According to the announcement, as of February 6, 2025, there are 158 licensed rice export traders across Vietnam.

  • Ho Chi Minh City has the largest number, with 39 enterprises.

  • Can Tho follows with 34,

  • Long An: 20

  • An Giang: 15

  • Dong Thap: 14

Other provinces with a smaller number of exporters (one each) include Bac Lieu, Binh Dinh, Da Nang, Ha Nam, Ha Tinh, Hau Giang, Nghe An, and Thanh Hoa.

This marks a slight increase compared to the 157 enterprises listed on October 8, 2024 — an addition of one new exporter in early 2025.


Rice Export Market Faces Headwinds in 2025

Industry experts forecast that Vietnam’s rice exporters will face challenges in 2025 due to rising supply, weakening demand, and falling global prices.

According to the Vietnam Food Association (VFA):

  • The export price of Vietnam’s 5% broken rice currently stands at USD 399/ton,

    • USD 32/ton lower than Thailand’s,

    • USD 14/ton lower than India’s, and

    • USD 5/ton lower than Pakistan’s.

Compared to Vietnam’s average 2024 export price of USD 627/ton, the current price represents a sharp decline of USD 228/ton.

In January 2025, Vietnam exported 500,000 tons of rice worth USD 308 million, down 10.4% in value compared with the same period in 2024.


Record Performance in 2024

At the MOIT’s Q4/2024 press conference, Mr. Tran Thanh Hai, Deputy Director General of the Import–Export Department, noted that 2024 was a record year for Vietnam’s rice exports.

  • Total exports reached 9.18 million tons,

  • Export turnover hit USD 5.75 billion — the highest ever,

  • Marking a 12% increase in volume and a 23% rise in value year-on-year.

He also highlighted significant quality improvements and branding efforts by Vietnamese enterprises, helping strengthen traditional export markets such as Indonesia and the Philippines.


Price Decline Pressure from India’s Policy Shift

Mr. Hai emphasized that global prices have fallen as India lifted its rice export ban, increasing market supply.
As a result, average export prices dropped from around USD 623/ton to just USD 441/ton.

The oversupply situation and self-sufficiency in some countries are further weighing on global rice prices.


Support Measures and Policy Adjustments

To help exporters navigate the downturn:

  • Enterprises need stronger financial support from banks;

  • The Ministry of Finance should accelerate VAT refunds to enhance cash flow;

  • The MOIT will continue to promote trade and export facilitation programs to boost rice exports.

In early 2025, the Government of Vietnam issued Decree No. 01/2025/NĐ-CP (dated January 1, 2025), amending Decree No. 107/2018/NĐ-CP on rice export business management.
This new decree is expected to invigorate the sector and improve export competitiveness.

Following that, the MOIT also released a draft circular amending Circular No. 30/2018/TT-BCT (dated October 1, 2018) to seek feedback from agencies and enterprises, ensuring alignment with the latest decree.
