Ministry of Industry and Trade Establishes Intersectoral Inspection Team on Rice Export Business

The Ministry of Industry and Trade (MOIT) has issued Decision No. 831/QĐ-BCT, establishing an intersectoral inspection team to review rice export business activities in the Mekong Delta region.

A total of 44 enterprises are subject to inspection in this round.


1. Ensuring Transparency and Market Stability

Enterprises under inspection are required to:

  • Comply with all legal regulations on rice export operations.

  • Provide full documentation related to business activities, export contracts, and product origin as requested by the inspection team.

  • Avoid violations such as commercial fraud, price manipulation, or circumvention of export regulations.

  • Strictly follow State measures on market regulation and refrain from exploiting price fluctuations to create market instability.

  • Cooperate actively with the inspection team and ensure timely, accurate information disclosure.

This inspection aims to promote transparency, market stability, and protection of farmers’ interests amid fluctuations in both domestic and international rice markets.


2. Inspection Scope and Duration

The inspection covers the business and export activities of rice traders operating in the Mekong Delta provinces.

It will review compliance with:

  • Decree No. 107/2018/NĐ-CP (dated August 15, 2018) on rice export business; and

  • Decree No. 01/2025/NĐ-CP (effective January 1, 2025) amending and supplementing certain provisions of Decree No. 107.

Inspection period: From September 2024 to February 2025
Inspection dates: March 25–28, 2025


3. Key Focus: Legal Compliance and Market Supervision

According to the Government’s Notice No. 99/TB-VPCP (dated March 11, 2025), the inspection team will:

  • Examine compliance with rice export laws and regulations;

  • Enforce strict penalties for violations;

  • Review supply–demand dynamics and market price trends;

  • Identify and prevent unfair trade practices, including origin fraud or illegal price coordination.

The MOIT is also tasked with improving rice export regulations to adapt to evolving global market conditions.


4. Coordination Across Ministries and Local Authorities

The inspection will involve collaboration between:

  • The Ministry of Industry and Trade,

  • The Ministry of Agriculture and Rural Development,

  • Local Departments of Industry and Trade,

  • Provincial authorities in An Giang, Can Tho, Dong Thap, Long An, Kien Giang, Tien Giang, and

  • The Vietnam Food Association (VFA).

These agencies will coordinate data collection, verification, and evaluation of traders’ activities.

The inspection team will work directly with major exporting enterprises, industry associations, and local governments to assess on-the-ground realities and propose measures for market stabilization.
Findings will be reported to the Government before March 31, 2025.


5. Government’s Direction on Rice Export Oversight

The inspection follows guidance from:

  • Official Dispatch No. 21/CĐ-TTg (dated March 4, 2025), in which the Prime Minister requested ministries and local authorities to adopt synchronized measures to ensure supply-demand balance and stabilize rice exports.

  • The goal is to prevent market manipulation and ensure fair pricing across the rice supply chain.

Meanwhile, the MOIT is expediting revisions to Decree No. 107/2018/NĐ-CP and Decree No. 01/2025/NĐ-CP under a fast-track process, expected to be completed within March 2025.
