
On May 20, 2025, the Import-Export Department of the Ministry of Industry and Trade (MOIT), in coordination with the Department of Industry and Trade of Tien Giang province, organized a Conference on Rice Export Management 2025and collected opinions on the draft Decree amending and supplementing Decree No. 107/2018/NĐ-CP and Decree No. 01/2025/NĐ-CP on rice export business.
Positive Export Performance Despite Global Volatility

In the first four months of 2025, the global rice trade situation remained complex. However, thanks to the close direction of the Government and the Prime Minister, as well as the coordination among ministries and the efforts of rice exporters, Vietnam’s rice exports continued to achieve positive results.
Total rice exports reached over 3.43 million tons, equivalent to nearly USD 1.77 billion, up 8.1% in volume but down 13.3% in value compared to the same period in 2024. The average export price was USD 515 per ton, down 19.8%year-on-year.
Export Markets Overview

Philippines remained Vietnam’s largest rice importer, accounting for 43.3% of total volume and 45.5% of export value, reaching 1.49 million tons, equivalent to the same period last year.

Côte d’Ivoire ranked second, with exports surging 270.4%, reaching 441,000 tons (12.8%).

China recorded an increase of 113.8%, reaching 362,000 tons (10.5%).

Ghana also saw strong growth of 85%, with 304,000 tons (8.8%).
Policy and Legal Framework Discussion
Following Prime Minister’s Directive No. 21/CĐ-TTg (March 4, 2025) on ensuring rice supply-demand balance amid global market fluctuations, the Ministry of Industry and Trade was assigned to review and propose amendments to Decree No. 107/2018/NĐ-CP and Decree No. 01/2025/NĐ-CP.
At the conference, chaired by Mr. Nguyen Anh Son, Director General of the Import-Export Department, MOIT, participants included representatives from ministries, associations (VFA, Vietnam Rice Industry Association), and major rice exporters.

Assessing export performance and proposing solutions to maintain stable growth, ensure domestic price stability, and protect national food security.

Gathering feedback on the draft amendments to improve the regulatory framework, making it more transparent and aligned with current market realities.
Toward Sustainable Rice Export Growth
Through open dialogue, MOIT and stakeholders discussed current challenges and proposed policy adjustments to streamline administrative procedures, enhance competitiveness, and ensure sustainable development for Vietnam’s rice export sector.
The event reaffirmed Vietnam’s commitment to strengthening its position as one of the world’s top rice exporters while maintaining food security and improving the global value of Vietnamese rice.
