Ministry of Industry and Trade Seeks Feedback on Rules of Origin Under the CEPA Agreement

The Ministry of Industry and Trade (Department of Export and Import) has released the full draft Circular on Rules of Origin of Goods under the Comprehensive Economic Partnership Agreement (CEPA) between Vietnam and the United Arab Emirates (UAE).

The consultation aims to finalize the regulation, ensure its feasibility in practice, and facilitate trade activities between enterprises of both countries.


Implementation Framework

The draft Circular is built upon the commitments of the CEPA Agreement, which was signed on October 28, 2024.
It specifies the principles and methods for determining the origin of goods, ensuring compliance with the Agreement’s provisions and supporting bilateral trade growth.

Once promulgated, the Circular will apply to:

  • Agencies and organizations authorized to issue Certificates of Origin (C/O);

  • Exporters and importers involved in Vietnam–UAE trade;

  • Relevant individuals and organizations related to origin determination procedures.


Importance of Rules of Origin

Rules of origin play a crucial role in determining whether a product qualifies for tariff preferences under the CEPA Agreement.
The issuance of this Circular will help Vietnamese enterprises maximize the benefits of CEPA, ensuring fair access to tax incentives and other trade advantages under the bilateral partnership.


Enhancing Vietnam–UAE Trade Relations

Vietnam and the UAE maintain a strong and expanding trade relationship, with steadily increasing bilateral trade turnover.
The UAE is currently one of Vietnam’s largest trading partners in the Middle East region.
The implementation of the CEPA Agreement, along with clear rules of origin, will provide enterprises of both sides with greater opportunities for cooperation, export expansion, and market diversification.


Public Consultation and Next Steps

The draft Circular is currently open for public consultation from businesses, management agencies, and other stakeholders.
This is an opportunity for enterprises to share feedback and propose adjustments to optimize their benefits in export–import activities.

The Ministry of Industry and Trade encourages individuals and organizations to submit comments before the official promulgation of the Circular.
Finalizing this regulation will enable Vietnamese exporters to better access the UAE market, while enhancing transparency and trade facilitation.
