MOIT Seeks Public Feedback on Draft Circular for Rice Export Business Management

On January 1, 2025, the Government of Vietnam issued Decree No. 01/2025/NĐ-CP, amending Decree No. 107/2018/NĐ-CP on the rice export business.

Following this, the Ministry of Industry and Trade (MOIT) released a Draft Circular amending and supplementing several articles of Circular No. 30/2018/TT-BCT dated October 1, 2018, to gather public comments from relevant authorities, organizations, and individuals.


Key Revisions in the Draft Circular

1. Amendment to Article 9 – Monthly Inventory Reporting

The Draft Circular proposes revisions to Clauses 2 and 3 of Article 9, requiring rice exporters to report their inventory data monthly before the 5th of each month to:

  • The MOIT,

  • The Department of Industry and Trade of the province where the enterprise is headquartered, and

  • The Vietnam Food Association (VFA).

The report must include details on actual rice and paddy stock levels by category, to support national market monitoring and regulation.

Reports are to be submitted electronically to:

and later via an official software platform once it becomes operational.

In case of technical issues preventing data submission, businesses must update all missing information retroactivelyonce the system resumes normal operation.


2. Addition of Article 12 – Development of Reporting Software

The Draft Circular also introduces a new Article 12, assigning the following responsibilities:

  • The E-commerce and Digital Economy Department will lead the development of a software platform for rice export business reporting.

  • The Import-Export Department and related units will provide coordination and technical support.

  • The software will be funded through state budget allocations or other legitimate funding sources.

The Planning and Finance Department will issue guidance on budget planning and integration for this system into MOIT’s annual financial framework.

If any difficulties arise during implementation, rice exporters should contact the MOIT (through the E-commerce and Digital Economy Department or Import-Export Department) for assistance and troubleshooting.


3. Transition Provisions

After the Circular takes effect, rice exporters will be required to input and update reports via the new software from January 1, 2025, until the system is fully operational.


Purpose of the Circular

This Draft Circular aims to:

  • Enhance transparency and digitalization in the rice export business,

  • Improve coordination between enterprises, the government, and trade associations,

  • Strengthen data collection and management for effective market regulation.

The MOIT encourages all stakeholders—including rice exporters, provincial trade departments, and industry associations—to contribute opinions to refine the final Circular before its official enactment.
