Taiwan Announces Preliminary Results of Anti-Dumping Investigation on Vietnam’s Portland Cement and Clinker

The Taiwan Ministry of Finance (MOF) has officially sent a notice to the Vietnam Economic and Cultural Office in Taipei regarding the preliminary findings of its anti-dumping investigation on Portland cement and clinker imported from Vietnam.

Preliminary Findings

According to the MOF, the preliminary investigation confirmed dumping activities by certain Vietnamese exporters involved in the case. However, based on the preliminary injury assessment conducted by the Taiwan Ministry of Economic Affairs (MOEA), while there are reasonable grounds to believe that the domestic cement industry in Taiwan may face material injury, the authorities found no ongoing damage to the Taiwanese industry during the investigation period.

As a result, Taiwan will not impose provisional anti-dumping duties at this stage.


Participating Companies and Dumping Margins

The MOF reported that 21 Vietnamese companies responded to the questionnaire (Q&A) during the investigation.
However, only six companies met the eligibility requirements, as several did not produce or export the specific products under investigation to Taiwan.

Preliminary results indicate that six Vietnamese companies are accused of dumping Portland cement and clinker into Taiwan with margins ranging from 16.42% to 19.73%, while other producers/exporters face rates up to 23.75%.

Among them, Long Son Cement recorded a dumping margin lower than the 16.99% rate proposed by the Taiwan Cement Manufacturers Association (TCMA), the petitioner in this case.


Next Steps in the Investigation

The MOF emphasized that the case is still under final investigation.
Depending on on-site verifications or new evidence, the final dumping margins may be adjusted, or the conclusions may change.

Both the MOF and MOEA will continue their assessments to reach a final determination on the anti-dumping case against Vietnam’s cement exports.
