
The Taiwan Ministry of Finance (MOF) has officially notified the Vietnam Economic and Cultural Office in Taipeiof its decision to extend the preliminary conclusion period in the ongoing anti-dumping investigation concerning Portland cement and Portland cement clinker imported from Vietnam.
Extended Investigation Timeline
According to the announcement, due to investigative needs, MOF has decided to extend the investigation period until January 20, 2025, to issue a preliminary determination.
Background and Preliminary Findings
Earlier, on September 26, 2024, the Trade Remedy Review Committee under Taiwan’s Ministry of Economic Affairsissued a preliminary ruling in its injury investigation related to the anti-dumping duties on Vietnamese cement and clinker products.
In that ruling, the Committee noted that, based on a comprehensive evaluation of market competition, industrial damage, and causality, it was difficult to conclusively determine that imports of allegedly dumped products from Vietnam had caused significant injury to Taiwan’s domestic cement industry.
However, after assessing factors such as the rapid increase in import volumes, production capacity, inventory levels, export potential, and import prices of Vietnamese producers, the Committee found reasonable indications that these imports could potentially cause material injury to Taiwan’s cement manufacturing sector.
