Taiwan’s Customs Administration officially announced on July 22, 2025, that anti-dumping duties will be imposed on Portland cement and clinker imported from Vietnam for a period of five years, effective July 28, 2025.
This decision was jointly approved by Taiwan’s Ministry of Finance (MOF) and Ministry of Economic Affairs (MOEA) following an investigation and public hearing which confirmed that Vietnamese companies had engaged in dumping practices, causing significant damage to local cement producers in Taiwan.
Scope of Tax Application
Table of Contents
The products subject to the anti-dumping duties include Portland cement and Portland cement clinker:
-
Portland Cement: a hydraulic cement made mainly from clinker composed of calcium silicate minerals, with added gypsum (up to 7%), fly ash (up to 5%), and other inorganic materials (up to 5%).
-
Clinker: an intermediate product used in the production of Portland cement, mainly consisting of calcium silicate minerals.
Reference HS Codes:
-
Cement: 2523.29.90.00.2
-
Clinker: 2523.10.90.00.3
The MOEA clarified that Portland cement is widely used in civil, industrial, port, underground, and infrastructure projects, while clinker serves as a core raw material for cement production.
Anti-Dumping Duty Rates by Company
According to Taiwan’s official notice, the following Vietnamese exporters and producers are subject to specific anti-dumping duty rates:
| Company | Duty Rate |
|---|---|
| Long Sơn Cement Co., Ltd. and related entities | 13.59% |
| Thăng Long Cement JSC | 19.25% |
| Vissai Ninh Bình Cement JSC | 14.82% |
| Xuân Thành Cement JSC | 14.82% |
| Vicem Hà Tiên Cement JSC – Trading & Services Branch | 14.82% |
| All other Vietnamese exporters | 23.20% |
Importers in Taiwan must provide detailed documentation identifying the exporting manufacturer to qualify for the corresponding duty rate. Otherwise, the highest rate (23.2%) will apply.
Investigation Background
The anti-dumping investigation was initiated in August 2024, following a petition from the Taiwan Cement Industry Association, which claimed that Vietnamese cement and clinker exports were sold below fair market value, harming domestic producers.
After nearly a year of investigation, MOEA concluded there was sufficient evidence of dumping and no significant negative impact on Vietnam’s broader economic interests.
Broader Trade Context
This marks the second time Taiwan has imposed anti-dumping duties on Vietnamese construction materials — following previous tariffs on ceramic tiles. The new duties underscore Taiwan’s increasing scrutiny of imports from Southeast Asia amid rising trade protectionism.
