
On October 1, 2025, the Trade Remedies Authority of Vietnam (TRAV) received information from the Vietnam Trade Office in Thailand regarding the issuance by the Thai Department of Foreign Trade (DFT) of the Key Facts Report in the sunset review of the anti-dumping duty measure imposed on cold-reduced carbon steel in coils and not in coils originating in or imported from Vietnam, China, and Chinese Taipei.
The cold-reduced carbon steel products under review are classified under the following HS codes:
7209.1500, 7209.1600, 7209.1700, 7209.1820, 7209.1890, 7209.2500, 7209.2600, 7209.2700, 7209.2810, 7209.2890, 7209.9010, 7209.9090, 7211.2310, 7211.2320, 7211.2330, 7211.2390, 7211.2910, 7211.2920, 7211.2930, 7211.2990, 7225.5000.
According to DFT’s report, the termination of the anti-dumping measure on cold-reduced carbon steel products would likely lead to a recurrence of dumping practices and, consequently, recurrence of material injury to the domestic industry. Therefore, DFT proposes to extend the anti-dumping measure for an additional five (05) years, maintaining the existing duty rate of 4.22% to 20.11% of CIF value, effective from January 25, 2025.
It is noteworthy that, during this sunset review, the domestic industry alleged the existence of anti-dumping duty circumvention, specifically observing that during the review period (2024), imports of ZAM steel (zinc-aluminum-magnesium alloy coated steel) from China surged to 1 million tons, indicating potential evasion of the anti-dumping measure. Consequently, DFT recommends that, should there be sufficient evidence of circumvention through ZAM steel imports, concerned enterprises may submit requests for the authority to consider anti-circumvention measuresrelated to the anti-dumping duty.
DFT allows interested parties to submit written comments on the final report no later than 16:30 (Bangkok time) on October 6, 2025. In addition, parties wishing to request a public hearing may register (up to two participants) and submit a written outline of their intended statements to DFT. The hearing is scheduled for 10:00 a.m., October 9, 2025, at Meeting Room 1601, 16th Floor, Department of Foreign Trade, Thailand.
Based on the above information, TRAV provides the following recommendations:
For the Vietnam Steel Association (VSA)

Notify relevant producers and exporters of the final conclusion.

Encourage enterprises to review their exports of cold-reduced carbon steel and monitor the risk of Thailand initiating anti-circumvention investigations on these products.
For Producers and Exporters

Review export activities related to ZAM steel, and prepare contingency plans for the potential initiation of anti-circumvention investigations by Thailand.

Consider submitting comments to DFT, if applicable.

Contact and coordinate with TRAV for timely support and guidance.
