
At a meeting held on March 11, 2025, representatives of Mong Cai City (Vietnam) and Dongxing City (China) reached an agreement to cooperate in developing the Mong Cai–Dongxing International Border Gate into a smart border gate system.
The working session focused on several key cooperation areas:

Building the Mong Cai (Vietnam) – Dongxing (China) Smart Border Gate;

Promoting the establishment of a cross-border economic cooperation zone through industrial collaboration at Hai Yen Industrial Park and Van Ninh International Port (Mong Cai);

Developing a cross-border e-commerce industrial zone;

Enhancing infrastructure connectivity, including the Mong Cai–Dongxing international railway section, Bac Luan III Bridge, and auxiliary steel bridge facilities.
Strengthening Cross-Border Cooperation
During the meeting, Mr. Ho Quang Huy, Chairman of the Mong Cai City People’s Committee (Vietnam), and Mr. Li Jian, Mayor of Dongxing City People’s Government (China), signed a Memorandum of Understanding (MoU) on establishing a cooperation mechanism to jointly research and develop the smart border gate model.
This MoU serves as a foundation for promoting the construction of the Mong Cai–Dongxing International Border Gate as a smart, modern, and efficient cross-border gateway between the two nations.
Over the years, Mong Cai (Quang Ninh, Vietnam) has maintained a strong and practical partnership with localities in Guangxi, China. The city is notably the only district-level locality in Vietnam to receive the title of “Excellent Partner – Friendship City for China”, an honor conferred by the Chinese People’s Association for Friendship with Foreign Countries.
This recognition highlights the growing trust, solidarity, and cooperation between the peoples of Vietnam and China, paving the way for deeper collaboration and mutual development.
Trade Growth Through the Mong Cai Border Gate
During the visit, the Dongxing delegation toured Hai Yen Industrial Park, Van Ninh International Port, the planned Bac Luan III Bridge area, and the agro-food testing laboratory (CCIC) at Bac Luan II Bridge Border Gate.
According to the Mong Cai International Border Gate Management Board, from January 1 to March 9, 2025, total import–export cargo volume through Mong Cai’s border gates reached 430,977 tons, up 63.1% year-on-year.
At Bac Luan II Bridge, there were 20,442 vehicles transporting 255,084 tons of goods (up 92.6% YoY), averaging 3,924 tons/day.

At Hai Yen Km3+4 Border Gate, 5,401 vehicles transported 128,335 tons of export goods (up 137% YoY), averaging 139 tons/day.

Frozen seafood: 29,382 tons

Dried nuts & miscellaneous goods: 1,769 tons

Live seafood (shrimp, crab, fish): 1,883 tons
Total import–export turnover through Mong Cai International Border Gate reached USD 819.1 million, up 3.88%compared to the same period in 2024.

Imports: USD 277.1 million
A total of 676 enterprises completed customs procedures, an increase of 122 enterprises year-on-year, including 139 new entrants.
State budget revenue reached VND 401.62 billion, up 72% compared to the same period in 2024.
