Vietnam Initiates Sunset Review of Anti-Dumping and Countervailing Duties on Sugar Imports from Thailand

The Trade Remedies Authority of Vietnam (TRAV) under the Ministry of Industry and Trade (MOIT) has announced the official receipt of applications for the sunset review of anti-dumping (AD) and countervailing (CVD) measures currently applied to certain sugar products originating from the Kingdom of Thailand.

Background of the Case

On June 15, 2021, the Ministry of Industry and Trade issued Decision No. 1578/QD-BCT, imposing official anti-dumping and countervailing duties on sugar imports from Thailand (Case code: AD13.AS01).

In accordance with Article 62 of Decree No. 10/2018/ND-CP dated January 15, 2018, detailing the implementation of several articles of the Law on Foreign Trade Management concerning trade remedies, the investigating authority must notify stakeholders no later than 12 months before the expiration date of the current AD/CVD measures regarding the acceptance of sunset review requests.

The scope and procedures for conducting such a final (sunset) review are outlined in Clause 2, Article 82 and Clause 2, Article 90 of the Law on Foreign Trade Management, and in Article 63 of Decree No. 10/2018/ND-CP.

Official Notice on Application Period

TRAV officially announces the acceptance of applications for the sunset review of the case.

Under Clause 2, Article 62 of Decree No. 10/2018/ND-CP, domestic producers have 30 days from the date of this announcement to submit a request for review.

The deadline for submission is April 21, 2025.
