
On December 24, 2024, the Ministry of Industry and Trade (MOIT) issued Decision No. 3485/QĐ-BCT on the review of anti-circumvention measures related to trade defense instruments applied to certain sugar products (Case code: AR02.AC02.AD13-AS01).
Background
Previously, on August 3, 2023, MOIT issued Decision No. 1989/QĐ-BCT concluding the first review of anti-dumping and countervailing duties imposed on sugar products originating from the Kingdom of Thailand.
Under Clause 1, Article 58 of Decree No. 10/2018/NĐ-CP (dated January 15, 2018), which details several provisions of the Law on Foreign Trade Management concerning trade defense measures, stakeholders may file a request for review within 60 days before the end of one year from the issuance date of the latest decision.
Accordingly, the Trade Remedies Authority of Vietnam (TRAV) received a review request from Wilmar Sugar Co., Ltd., seeking an examination of potential anti-circumvention practices related to the trade defense measures applied to certain sugar products.
After reviewing the submitted documents in compliance with legal procedures, MOIT issued Decision No. 3485/QĐ-BCT to officially initiate the review of the anti-circumvention measures applied to these sugar products.
Guidance for Relevant Stakeholders
To ensure fairness and protect the rights of all involved organizations and individuals, TRAV recommends that stakeholders take the following actions:

Register as an interested party by submitting the registration form provided in Appendix I of Circular No. 37/2019/TT-BCT.

Submit the form through the Online Trade Remedies System (TRAV ONLINE) at https://online.trav.gov.vnwithin 60 working days from the effective date of the review decision.

Alternatively, registration forms may also be sent via postal mail or email to the investigating authority.
